The Nigeria Civil Aviation Authority has imposed a N15 million penalty on RwandAir for violating passenger protection regulations over its handling of a baggage complaint.
The sanction was disclosed on Friday by the NCAA spokesperson, Michael Achimugu, in a post on his personal X account.
According to the authority, the airline failed to resolve a passenger’s baggage complaint within the timeframe prescribed by Nigeria’s aviation consumer protection regulations.
Beyond the financial penalty, the NCAA ordered RwandAir to replace the passenger’s damaged baggage and pay $170 as first-need compensation.
The authority said the directive was based on the provisions of Part 19 of the NCAA Regulations 2023, which outlines compensation and other remedies available to passengers affected by baggage-related problems.
The NCAA stated, “The NCAA has sanctioned Rwand Air for consumer protection-related infractions. The airline has been fined a sum of FIFTEEN MILLION NAIRA for its failure to resolve a baggage issue within the stipulated timeframe.
“In addition, Rwand Air has been asked to replace the passenger’s damaged bag and pay 170 dollars as first-need compensation as stipulated by Part 19 of the NCAA Regulations 2023.”
The latest action is part of the regulator’s efforts to ensure airlines operating in Nigeria comply with established consumer protection requirements and respond promptly to passengers’ complaints.
The NCAA has previously sanctioned both local and foreign carriers over various regulatory breaches.
In February 2025, five airlines — Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors and Air Peace — were also sanctioned by the aviation regulator over different infractions, with penalties imposed or under consideration.
The authority has repeatedly warned airlines that failure to process passenger refunds within the timelines stipulated under Part 19 of the NCAA Regulations 2023 could attract regulatory sanctions.
